If you never surfed before or you just tried it few times probably the best place is Kuta Beach. Here the waves are rarely big, and never more than 2-3 metres. The quality of the waves it's not actually the best you can find. Many days they're really close. Just for bodyboard maybe.. Sometimes it's flat, but if you surf here during the high tide usually it doesn't happen. It can be very busy sometimes, with a lot of surfers in the water, mostly beginners, especially during the high season sice july to september. You can find here a lot of renting board spots, where renting at a relative cheap price (if you bargain). Usually 20.000 - 30.000 rupies/hour is enough, but the guys renting boards will start from a higher price.. Renting a board in one of the shop in town is cheaper (less than 50.000/day) but you need racks on your motorbike to take it to the beach.
If you are a little experienced you can try Padang Padang beach in Bukhit Penisula, not far from Uluwatu, where waves are bigger than in Kuta but not much more, but must be careful with reefs in this spot.
Dreamland is maybe the best beach in Bali and a good surfing spot. But waves sometimes are big here and not suitable for beginners. And board rental is very expensive here (not less than 100.000rp / hour).
In any of these beaches you can get surf lessons from the guy renting boards.
